No one was prepared for the fast-moving wildfires that killed more than 100 unsuspecting people in Hawaii with hundreds more missing|

They came right on the heels of other severe weather events including tornadoes, flooding, severe heat, and wildfires. And now weather experts are predicting above-average hurricane activity after a slow start, due to warm ocean waters.

Unpredictable and increasingly severe weather has become our new normal. It calls for a heightened level of preparedness. 

Let’s take a quick look at these recent punishing weather episodes. Then we’ll discuss what’s still to come and what’s keeping meteorologists on edge.

Hurricane Fans Hawaii’s Flames

You’ve all seen the horrific images of the destruction and loss of life recently in Hawaii. They’re still not sure what started the wildfires, although they suspect faulty power lines. 

They do know that Hurricane Dora – hundreds of miles southwest in the Pacific Ocean – fanned the flames. 

That hurricane was one of the reasons the Lahaina fire on Maui traveled at the incredible speed of over one mile per minute. 

Even realizing fires might be headed their way didn’t help some because the siren warning system failed. It all happened so quickly – there was no time to evacuate.   

The recent violent storms in the Mid-Atlantic states and Northeast caused at least two deaths, injured many others, and knocked out power to more than 1.1 million people. Several tornadoes were also reported, and flooding occurred in several states. 

Folks in 11 states lost power due to the storms. Canceled flights and road closures led to supply chain problems including food deliveries to stores. And as frequently happens, water quality was being questioned. 

Meanwhile, oppressive heat in the South and Southwest continued unabated. It took an entire month before high temperatures finally dipped below 110 degrees Fahrenheit in Phoenix, Arizona. Monsoon rains brought some relief, but also caused dust storms.   

Weather Events Have a Long Reach

Even if you live in an area that experiences few extreme weather events, the ones outside your immediate area can negatively affect you. 

Last year a hurricane in Florida and the Carolinas caused problems as far north as New York. Hurricane Sandy affected 24 states.

Don’t think for a minute you’ll be spared from severe weather if it doesn’t normally touch you. Just two years ago, Texas and other southern states experienced unprecedented ice storms that cut power to millions, burst water pipes, and closed roads.

WARNING: Hurricane Predictions Ticking Up

As of this writing, it’s been a slow hurricane season in the Atlantic Ocean. Which is what they predicted with the El Niño weather pattern now in effect. 

But a not so funny thing is happening in the Atlantic. Weather.com says: “The 2023 Atlantic hurricane season may be one of the most active for any El Niño season on record, due to record-warm Atlantic Ocean water temperatures.”  

The Weather Company has altered its prediction. They’re now calling for a projected 20 total storms. With 10 of them expected to become hurricanes and five anticipated to reach at least Category 3. 

NOAA’s Climate Prediction Center upgraded its hurricane activity prediction to “above-normal.” 

And we know what that means. Survivors will need back-up power to handle the outages. They’ll need survival food to handle supply chain issues and empty grocery store shelves. And they’ll need water purification devices to handle contaminations.

Emergency Alert Systems Will Fail – Be Prepared

How come you can get an alert on your phone when you’ve taken your 5,000th step of the day, but sometimes people don’t even receive warnings when a disaster is about to strike?

Numerous times in recent years, government emergency alert systems have completely failed the people who pay for those systems with tax dollars. 

This isn’t about alerts that tell people there’s a sale at JCPenney’s. It’s about severe weather and other emergency alerts designed to give people time to escape or take other action.

Let’s look at the latest disaster alert failure first. When we’re done, I’ll remind you that counting on the government or alert systems is risky.

Sirens Silent in Hawaii

The recent wildfires in Hawaii were fueled by extremely dry conditions and winds whipped up by Hurricane Dora in the Pacific Ocean.

As of this writing, more than 100 people have died and hundreds are missing. That makes it the deadliest wildfire in the United States since the Camp Fire in California in 2018. And the deadliest disaster in Hawaii since a tsunami killed more than 150 in 1946. 

The fires are projected to be the second costliest disaster in Hawaii history, behind only Hurricane Iniki in 1992.

The incredibly fast-moving flames – recorded at more than 60 miles per hour – made it very difficult for people to escape. What made it even more challenging was the lack of sirens from the emergency alert system.

Phone Alerts Were Ineffective 

Inexplicably, Hawaii emergency management records show no evidence that warning sirens sounded before people were running for their lives. 

One Lahaina resident who lost her home in the blaze told this to the Associated Press. “There was no warning. There was absolutely none. Nobody came around. We didn’t see a fire truck or anybody.” 

Other survivors made similar statements. They claimed they did not hear any sirens or receive other warnings.

Some alerts were sent to phones, plus television and radio stations, according to Hawaii officials. But it’s speculated that power outages and cellphone tower damage limited their reach.

Tornado Enters Without Warning 

Several months earlier, residents of Sussex and Kent counties in Delaware were not warned about an EF3 tornado.

The storm producing winds of more than 135 miles per hour killed one, injured others, and damaged more than 60 homes and businesses.

The area has no emergency sirens. Folks there are dependent upon cellphone and media alerts including TV and radio. 

An alert did go out, but the National Weather Service later admitted that people in portions of those two counties did not receive them.

Residents Unaware of Chemical Leak

Weather-related emergencies are not the only ones that can benefit from an early warning system.

Just last year, a chlorine gas leak from one of the area’s chemical plants was reported in South Charleston, West Virginia. A shelter-in-place order was issued, but two of the emergency alert system components – a siren and wireless messages – failed. 

It turns out, the local outdoor siren had been out of commission for two months. The fire chief said it had not been repaired due to supply chain problems.

One resident said she usually hears those sirens in connection with weather problems. But the fact that she didn’t hear one for the chemical leak was “really kind of scary.”

Human Error Causes False Alerts

Of course, there have also been plenty of times when a false emergency alert went out due to human error. 

Those false alerts cause people to panic. And some get injured during quick escape attempts from the area.

One that gained international attention occurred in January 2018. An alert was delivered to the phones of Hawaii residents, warning that a ballistic missile was headed their way. 

That pretty much takes the cake when it comes to frightening warnings. It was later learned that an Emergency Alert System (EAS) worker pushed the wrong button. EAS is regulated by the Federal Communications Commission.

Zombie Apocalypse Alert 

Other examples of false emergency alerts include a hazardous materials warning out of New York in 2016. It became obvious the system had been hacked when the alert concluded with, “Would you. Could you. On a train?” 

Three years earlier, a false evacuation alert was sent to residents of Suffolk County in New York. Tropical Storm Hermine was offshore at the time, making the evacuation alert believable. 

Back in 2005, residents of Connecticut received an evacuation order involving no details about the “why.” It was declared false shortly after it was issued. 

And finally, this bizarre false alert occurred 10 years ago in Michigan. Several television stations declared that a zombie apocalypse was happening. The hacked message included, “bodies of the dead are rising from their graves and attacking the living.”

Tune in to Your Self-Reliance

The lack of emergency alerts during real crises and the issuing of false alerts can both be very dangerous. 

We can’t control these occurrences, but we can take steps to obtain a reliable source of timely and sometimes even life-saving information. Following the deadly Delaware tornado, a spokesperson with the National Weather Service recommended owning a NOAA weather radio.

This type of source will tell you what’s on its way (and what isn’t) and can even include your best option for escaping it, including evacuation routes.

You never know what you might get alerted to next. By becoming self-reliant, you’ll be prepared to protect yourself and your family.

Radio Frequencies You Need to Know for Emergencies

I can’t recall the last time I saw a bug-out bag list that did not include an emergency weather radio. It’s a crucial item, and that’s why we at 4Patriots make one available to our customers.

Extreme weather alerts have saved lives on many occasions. Sometimes those warnings have come from a television or a standard radio. Or perhaps through a frantic call from a friend or loved one. Or from a siren.

More often those alerts have come through emergency radios. And they’ve arrived prior to media coverage of weather emergencies. 

Sometimes just those two or three minutes can make the difference between life and death for anyone facing an immediate weather crisis.

NOAA emergency radio

Your best bet with an emergency radio is a National Oceanic and Atmospheric Administration (NOAA) radio.

NOAA is a government-operated administration that sends out broadcasts every five minutes 24/7/365 related to storms. Including tornadoes, hurricanes, and blizzards, as well as solar flares, nukes and other major problems.

Here is a list of NOAA emergency radio frequencies:

 Following is a list of other emergency radio frequencies you may need at one time or another:

  • 163.5125 – Military national disaster preparedness frequency
  • 163.4875 – National Guard emergency communications frequency
  • 156.80 – International maritime distress channel
  • 156.75 – International maritime weather alerts
  • 155.475 – Emergency communications for police
  • 155.160 – Used by various agencies during search and rescue operations
  • 154.295 – Used by firefighters during emergencies
  • 154.28 – Used by firefighters during emergencies
  • 154.265 – Used by firefighters during emergencies
  • 138.225 – Disaster relief channel used by FEMA
  • 121.50 – International frequency for aeronautical emergencies
  • 47.42 – Nationwide Red Cross channel during humanitarian aid missions
  • 39.46 – Inter-department emergency communications by police
  • 34.90 – Nationwide National Guard frequency during emergencies

CB radio

One way to communicate with family members during an emergency situation when cellphones are not working is through CB (Citizens’ Band) radio.

No license is needed to send or receive communications. Combined with a family disaster plan, it will aid you greatly if cellphone towers stop working.

There are 40 separate channels that CB radios operate on. The only one to avoid is Channel 9, which is reserved for the Emergency/REACT channel.

One thing to keep in mind is that your conversations while using CB radio will not necessarily be secure. Outsiders could be on the same channel at the same time.

Among the other channels are:

  • Channel 37 – Unofficial Prepper 37 (USB)
  • Channel 36 – Unofficial Survivalist network
  • Channel 19 – Used by truckers headed east or west
  • Channel 17 – Used by truckers headed north or south
  • Channel 13 – Typically used within campgrounds and marine areas
  • Channel 4 – Unofficial American Preppers Network
  • Channel 3 – Unofficial Prepper CB Network

 Ham radio

You don’t need a license for CB radio usage, but you do need one for ham radios. It’s an effective way to communicate when other sources are down in an emergency. Not to mention a fun hobby.

Ham radio (also called amateur radio) has its advantages over other communication forms, but it requires some study. And you need to pass a license exam.

A total of 26 frequency bands are used for ham radio. It provides long hours of communication during emergency situations.

It can be used for experiments with easy configurations anywhere. And it can be interfaced with computers for data transmission and reception. Believe it or not, ham radio operators can even communicate with astronauts at the space station. 

On the downside, ham radio operations can be affected by weather and terrain conditions. And ham radios require a power source.

Cellphones and weather apps

Simpler but sometimes less reliable ways to receive alerts or communicate during an emergency are cellphones and weather apps. Most cell phones have the Wireless Emergency Alerts (WEA) feature. It sends out a loud tone to warn you of an impending emergency.

These alerts work. Don’t disable them just because the screeching and beeping noises can be annoying. That’s so they will catch your attention. They are designed to only activate phones connected to a local cellphone tower. 

There are a number of weather apps you can download onto your cellphone. They include Storm Shield, iAlert, AccuWeather and The Weather Channel. As well as weatherUSA, ping4alerts! and The Emergency Email & Wireless Network.

Weather radios rule

A National Oceanic and Atmospheric Administration (NOAA) weather radio is also a great way to keep tabs on weather threats in your area. 

These radios broadcast official National Weather Service warnings, watches, forecasts and other hazard information 24/7.

You can program your county’s six-digit code into this device. That way it will sound a loud alarm when potentially dangerous weather is approaching. 

Some of these weather radios allow you to choose which particular alerts you want to receive. And which you don’t.

Don’t turn off that TV 

Sometimes you may not have a working cellphone or weather radio handy. That’s when television news can help. It’s another way to gain information about extreme weather in your area.

Extreme weather warnings will scroll along the bottom of your screen. Even during normal programming time.

And if the situation is dangerous enough, the networks will break into programming to issue warnings for certain areas.

Yes, your TV is also susceptible to power outages. But until that happens, keep it on to augment your other emergency weather information.

Don’t bet your life on a siren

Tornado sirens have saved lives. But it’s an emergency weather warning system you should NOT count on.

They often cannot be heard inside a home or business. Which is probably where you’ll be during bad weather. So don’t depend on them.

Even outdoors sometimes they can’t be heard. Especially if the wind is strong against the direction where the siren originates. 

And when there are power outages or equipment failures, the sirens might not even work. Other warning systems are usually more reliable.

Extreme weather can be devastating to life and property, but property can be replaced. Early warnings can help save lives.

Team Rubicon Rushes to Aid of Displaced Ukrainians

When local government resources are overwhelmed, organizations like Team Rubicon are called upon to provide expertise, people and resources to help alleviate pressures on the system.

Nowhere in the world is that pressure greater than in Ukraine right now. The eastern European country has been under a relentless attack from Russia for the past seven weeks.

After the war started, Team Rubicon quickly positioned its EMT Type 1 team in Warsaw, Poland, ready to assist when called upon. The team includes physicians with expertise in pediatrics, as well as maternal and reproductive health.

Team Rubicon teams were also sent to Moldova, Hungary and Slovakia to coordinate with the World Health Organization and international non-governmental organizations to learn how they could assist with the growing humanitarian needs.

Meeting Them Where They Are

Since then, teams of Team Rubicon medical personnel have entered Ukraine to assist with people who have been displaced by the war. Especially women and children.

They’ve done this in coordination with the Ukraine Ministry of Health. And at a hospital in western Ukraine.

Being a mobile unit, Team Rubicon’s teams are able to meet internally displaced persons where their needs are.

They are also training local medical personnel for mass casualty response. And chemical, biological, radiological and nuclear response.

So Many Need Help

Dr. Erica Nelson is the Deputy Medical Director for Team Rubicon. She’s been involved in humanitarian aid for 20 years. Including in Nepal, India, Tibet, Southeast Asia, Jamaica, Africa, the Middle East and elsewhere.  

In a message from western Ukraine she said the organization is currently focused on helping Ukrainians who have been displaced by the war.

“We’re seeing hundreds of thousands of people who don’t have primary care anymore,” she said. “Those chronic diseases like asthma (and) diabetes are not being taken care of.

“They don’t have access to medicines, and those can get really bad. We’re talking about kids who have diabetes and can’t access their insulin. Or families that need prenatal vitamins in order to keep their mothers safe and their babies safe.”

Volunteer Teams in Harm’s Way

David Callaway is the Chief Medical Officer for the international humanitarian response group. Here’s what he told CNN following his recent return from Ukraine.

“I’m tired, but I’m thankful for the opportunity to be there and help people in their time of need. I’m really grateful for our volunteer teams that are over there.

“Putting themselves in harm’s way to address this probably once-in-a-century humanitarian crisis.

“Three million people have crossed the borders into other countries and another 6.5 million have been displaced internally. It’s creating a massive need within Ukraine and the rest of Europe.

Children, Women & Elderly Displaced 

“Most of what we were doing was not war injuries because we were farther west. But the first patient I saw was at 4:34 in the morning in an air raid shelter in the bottom of a building in a city in western Ukraine.

“He was a 16-year-old who ran down the stairs when the air raid sirens went off and he was having chest pains and trouble breathing. His teacher came and asked me to come and see him. He probably had COVID. He was having chest pains and problems in his lungs.

“So we were seeing everything from that to children with fevers and women who were in labor and pregnant to elderly people who had just lost their medications. 

“When you take 10 million people and you move them, you still have things like heart attacks and asthma exacerbations and little kids who have fevers and appendicitis. A lot of what our team is doing is that.

Our Humanity Is at Risk

“I’ve been in crisis zones in the Middle East and in Africa and one of the things that was hard about this… it really is what I imagine my grandfather saw in World War II. 

“As we would stand at the train station, literally a train would pull up and thousands of women and children and some elderly would pour off the train and then an air raid siren would come up and they’d immediately go down into a bunker.

“And as you look at that, it’s hard not to feel a strain on your sense of humanity. And really think that what is at risk here is our humanity. This is truly a conflict that is really affecting women and children and putting them at risk.

“We know that women and children, when they are displaced, become very vulnerable. And if you put these people in other countries or even if you displace them to somewhere where they don’t have contacts and connections, they become at risk.

Long-Lasting Repercussions

“As a father of two daughters, yeah, it’s very emotional, it’s very personal, and I spent a lot of energy trying to keep that under control when I was in the country.

“Every single night the Russians would fly planes into Ukraine to trigger air alarms. And every single night people would have to go down into air raid shelters.

“And you can only imagine the impact that has on a 6 or 7 or 8-year-old child or a 14-year-old or a mother who has two children or her husband or their brothers are on the front line fighting.

“And that amount of fear has long-lasting repercussions. And that’s going to become the big story of this crisis.”
